The City permits a house plus two additional units and fourplexes as of right, requires no additional parking for them, and refunds the building permit fee for second and third units under its affordable rental program. Registration is free once the permit is closed. For many owners that turns a legal suite from a nice idea into a sound investment.
The houses decide how easy it is. Postwar bungalows in Applewood, Lakeview and Cooksville often have lower basements, so the first thing we do is measure: a legal unit needs 1.95 m of clear height, or 1.85 m under beams and ducts, and below that the floor has to come down. The 1970s and 1980s homes of Erin Mills, Meadowvale and Streetsville are usually easier, and newer homes in Churchill Meadows and East Credit often have the height already.
Mississauga also pays toward flood protection, which is the work you should do before finishing any basement: up to $7,500 in total including up to $6,000 for a sump pump, with pre-approval, plus Peel Region's backwater valve subsidy. We build it into the plan and manage the City of Mississauga permit from drawings to final inspection.

Most standard basement finishes we quote land between $50,000 and $90,000, covering framing, insulation, drywall, flooring, lighting and often a bathroom. A legal basement apartment typically runs $80,000 to $175,000, because it adds a kitchen, fire and smoke separation, interconnected alarms, code-compliant windows and exits, and the permits and inspections. A new basement bathroom starts at around $20,000.

A newer Churchill Meadows basement with good height is a straightforward finish, while an Applewood bungalow that needs its floor lowered can add tens of thousands before any finishes.
