A Groundwater City Bathroom

Guelph is the largest Canadian city to rely almost entirely on groundwater, drawn from 21 operational wells, with the Arkell wells supplying as much as 80 per cent of daily demand. That water is hard: the hardness map published by the City and the Region of Waterloo puts Guelph between 21 and 33 grains per gallon. It also explains why conservation is taken so seriously here, and why a new bathroom is a real chance to use less water.

The City backs that up with programs that reach right into the bathroom. Its Royal Flush program offers a $50 rebate for each 6-litre or larger toilet replaced in a home built before 2014, up to two per home, and Guelph also lists a $1,000 greywater rebate. For homes built before the mid-1950s, the City replaces the public side of a lead service at no cost and offers a $2,000 grant toward the private side.

Guelph's housing spans the full range of ages. In the 2021 census, 19.7% of homes were built in 1960 or earlier and 24.0% between 1961 and 1980, and duplex apartments make up 6.4% of dwellings. The City allows two to three additional dwelling units per lot, each one registered, so basement bathrooms for a new unit are a steady part of the work here.

What Shapes a Guelph Bathroom

The local rules and conditions we work through on every Guelph bathroom.

Groundwater Supply

Guelph relies almost exclusively on groundwater from 21 wells, which is why hardness and conservation shape our recommendations.

Permits for Plumbing Changes

Guelph needs a permit when a bathroom renovation includes structural or plumbing changes, such as new or relocated fixtures.

Fees From July 1, 2026

Plumbing permits are $30 per fixture, and low-rise residential projects carry a $160 minimum.

Lead Service Grant

A $2,000 grant helps with the private side of a lead service, but you must apply and get a permit before work starts.

Heritage Districts

Brooklyn and College Hill has been a heritage district since 2015, and Council approved a new district for the Ward in September 2026.

Registered ADUs

New additional dwelling units cost $170 to register, or $340 when the owner does not live on site.

Guelph Bathroom Renovation FAQs

How much does a bathroom renovation cost in Guelph?
The starting price is $15,999 for a complete standard bathroom. Most Guelph family bathrooms cost $16,000 to $40,000, and primary ensuites typically $35,000 to $65,000.
Do I need a permit to renovate a bathroom in Guelph?
Guelph requires a permit when the renovation includes structural or plumbing changes, including installing new fixtures or relocating existing ones. Under the fees in effect from July 1, 2026, plumbing permits are $30 per fixture with a $160 minimum. Our team files it with the City.
Does Guelph have a toilet rebate?
Yes. The City's Royal Flush program lists a $50 rebate for each 6-litre or larger toilet you replace, for homes built before January 1, 2014, up to two toilets per home. We specify qualifying toilets so you can apply.
Should I check for lead pipes in an older Guelph home?
If your home was built before the mid-1950s, the City asks you to have your water tested for lead. The City replaces its side at no cost, and a $2,000 grant helps with yours, but you need to apply and get a permit before any work starts.
Do I need a water softener in Guelph?
It is your choice, but with hardness of 21 to 33 grains per gallon, a softener makes a visible difference to glass, fixtures and grout. We can plan the plumbing for one during the renovation.
